Community Toolkits and Resources


In recent years, a variety of advisory and educational reports have been produced by governments, research organizations and not-for-profit groups proffering advice on community and public action and interaction to produce more welcoming communities.  This section will provide easy access to these reports as well as reviews and pointers to other relevant material.  The collection will be expanded over the course of 2011 and 2012.


Community-SPO Atlas of Canada’s Large Urban Centres

May 2012

An interactive tool for accessing select census tract data about neighbourhoods and urban centres in Canada. The tool also provides information about the location of CIC-funded immigrant-specific service provider organizations.


Talent is Ready: Promising Practices for Helping Immigrant Professionals Establish Their American Careers

February 2012

Talent Is Ready, created by IMPRINT: Immigrant Professional Integration, provides a snapshot of the current landscape of skilled immigrant workforce integration in the U.S. and opportunities for action. It details promising practices and offers practical advice and tested wisdom for those who seek to better serve the immigrant professionals who reside in their communities. The goal of the brief is to inform the next wave of nonprofit practitioners, philanthropists, and policymakers and inspire them to undertake and champion this important but underfunded work.

Local Immigration Partnerships Handbook

Citizenship and Immigration Canada (CIC)’s Local Immigration Partnerships Handbook is intended to assist communities and CIC Settlement Staff in establishing Local Immigration Partnerships (LIPs) as a means of planning and coordination at the local level with municipal, provincial/territorial and federal involvement.


Welcoming & Inclusive Communities Toolkit

September 2011

This Toolkit was designed to assist Municipalities in Alberta wishing to take action to reduce racism and discrimination and build welcoming and inclusive communities. It was developed to serve as a tool for Municipalities pursuing a “Social Inclusion” and/or “Building Welcoming Communities” Agenda and to support Municipalities that are joining the Canadian Coalition of Municipalities Against Racism and Discrimination (CMARD) initiative. The Toolkit identifies “good practice” key ingredients to promote inclusion and equity and reduce racism and discrimination; describes ways that municipal governments can develop and implement actions to promote inclusion and equity and reduce racism and discrimination; and provides examples of strategies, approaches, action plans, and policies that have been developed by other municipalities within and outside of Canada. These are presented to offer ideas for what is possible, as well as providing a guide and templates for local action.


CIC Ontario Resource Guide

September 2011

Citizenship and Immigration Canada and the Ontario Ministry of Citizenship and Immigration together lead a toolkit working group made up of service provider organizations and municipal representatives who are members of the Association of Municipalities of Ontario. The toolkit is intended to provide basic resources to enhance planning at the community level. The toolkit aims to address all the stages of the planning process. Included are community and partnership development tools, planning resources, relationship development and self-assessment tools, and other useful information.  The toolkit will be updated as new resources and better practices are identified.

CIC Ontario Resource Guide

Toolbox of Ideas for Smaller Centres

September 2011

National Working Group on Small Centre Strategies. Funded by The Government of Canada (Citizenship and Immigration Canada).

The Toolbox is a practical tool for smaller centres to use as they build a strategy to address the issues surrounding the attraction and retention of immigrants. The Toolbox covers the breadth of issues and information necessary for diverse smaller centres to successfully implement their strategy.

A number of government and non-government immigration professionals from across Canada have developed a Tool Box of information and practical ideas to help your community attract and retain new people. The Tool Box will help you understand the challenging environment of laws and realities in which in migration can happen. It is available for free.

Topics covered in the Tool Box include Canada’s population picture, the importance of community consensus and how to build it, Canada’s immigration laws, getting organized, important key factors like family ties, employment and housing, attracting people whether immigrants or others, and the many attributes of a welcoming community and how to develop them. The Tool Box contains many practical examples, check lists, and reference sources. It is accompanied by a PowerPoint presentation. [...]

Community Immigrant Retention in Rural Ontario

This toolkit provides a “road tested” approach to capitalizing on activities associated with new  Canadian recruitment. The document identifies sound rationale on this timely requirement for  communities to engage in this application in local planning. The document builds on some best practices undertaken by other provinces and territories in Canada with a specific focus on attraction and retention issues associated with rural Canada.     The Welcoming Communities Initiative (WCI) is a multidisciplinary alliance of universities, colleges, and community organizations dedicated to promoting the integration of immigrants and minorities across Ontario.

    To achieve this goal, the WCI seeks to implement a comprehensive program of research aimed at devising, improving and testing measures to attract, retain, and integrate newcomers, including students and foreign workers, in cities, towns and less populated locales. Many of these communities would like to grow their economies, renew their populace, and reinvigorate their labour markets.

    The WCI favours research that combines local expertise with academic scholarship in order to address practical concerns and challenges. In particular, the Initiative promotes comparative work that engages local stakeholders, scrutinizes promising practices, communicates effectively, and drives innovation and improvements.
